Overview

Emissions trading is a market-based instrument for climate change mitigation. From the EU to South Korea and from China to California, more and more jurisdictions around the world use Emissions Trading Systems (ETS) as a tool to achieve their climate goals. At the beginning of 2021, ETS covered around 17% of the world’s GHG emissions.
From 16 August to 10 September 2021, the International Carbon Action Partnership (ICAP) will convene the first ICAP Online ETS Academy. The Academy consists of four modules of one week each. These modules are designed as self-contained learning units, focusing on different aspects of ETS design and implementation, and progressing from basic to intermediate to advanced. Applicants can apply for one, two or three modules.

  1. ETS basics: The first week seeks to familiarise participants with the basic concepts of emissions trading. This basic module requires no prior knowledge of emissions trading / carbon pricing;
  2. ETS implementation: The second week examines the implementation of emissions trading, from the legal basis to setting up monitoring, compliance and oversight functions. For this intermediate module, some basic knowledge of ETS is required.
  3. Policy & Politics of Emissions Trading: The third week addresses the political challenges of implementing emissions trading – such as addressing distributional effects, safeguarding competitiveness, and involving stakeholders. For this intermediate module, basic knowledge of ETS is required.
  4. Global & Regional Action on Emissions Trading: The fourth and final week discusses international trends in emissions trading and explores different ways to cooperate, from regional to global. As an advanced module, sound prior knowledge of ETS is required for successful participation.

Each module of the ETS online Academy is intended for up to 40 carefully selected policy makers and other stakeholders from the nongovernmental, academic and private sectors. They will convey in-depth understanding of emissions trading as an instrument to reduce greenhouse gas emissions and build capacity for the technical design and implementation of carbon trading systems. Moreover, the modules are designed to give participants ample opportunities to interact with each other and with the teaching faculty. In addition, several tools will be deployed to make the event interactive, lively and engaging.

Course Content

The ICAP Online ETS Academy will feature a broad range of perspectives on emissions trading emissions trading as a climate policy instrument. The concepts presented will come to life through hands-on examples, practical experiences from speakers and participants, and engaging group exercises. The table below presents an overview of the topics to be addressed across the four modules.

Applicants are invited to flag specific aspects of ETS design and implementation that are of particular interest to them. When fine tuning the agenda for the modules, the organisers will seek to accommodate these interests.

Format

Each module will consist of a daily plenary block of three hours for presentations, panel discussions and interactive exercises that involve the whole group. This plenary session will run from 1 – 4 pm CET (Beijing: 7 - 10 pm; Bangkok: 6 – 9 pm; Buenos Aires: 8 – 11 am; Bogotá: 6 – 9 am) to allow participants from all world regions to at-tend.

In addition, separate working group blocks of two hours per day will take place: one block for participants from Asia, Eastern Europe and Africa from 9 – 11 am CET (3 – 5 pm Beijing, 4 – 6 pm Bangkok), and one for participants from Latin America from 8 – 10 pm CET (3 – 5 pm Buenos Aires, 1 – 3 pm Bogotá). These regional blocks will mostly be used for group work interactive exercises and simulation games.

The ICAP Online ETS Academy will feature numerous tools to make the event lively and engaging, and to support interaction among participants and speakers. These include the frequent use of breakout groups, quick online polls, collaboration spaces via an online whiteboard, a virtual space for networking and casual exchange, and an “open hour” after class, where experts and facilitators are available for questions or discussion. In addition, the basic module will include an online carbon trading simulation game (CarbonSim).

In modules 3 (ETS Policy and Politics) and 4 (Global and Regional Action), participants are also invited to contribute to the programme with short (5 – 10 minute) input statements, discussing a specific issue of their choice from the perspective of their country, region or organization.

Teaching Faculty

The teaching faculty will consist of experienced policy makers from the relevant administrative authorities in ICAP member jurisdictions, members of the ICAP Secretariat as well as carbon market professionals and recognized researchers active in the area of emissions trading and climate policy. With these different backgrounds, the faculty combines a high level of technical expertise with practical experience and scientific excellence. The main course facilitators, Michael Mehling, Pedro Martins Barata and Benjamin Görlach, are experienced experts in ETS training and capacity building.

Participation and application

Participation is open to applicants from developing countries and emerging economies worldwide (both natives and current residents). Applicants should be stakeholders from the public sector, private sector, academia, civil society / NGOs, or other stakeholders with a professional link to climate policy in general and emissions trading in particular. Participants will be selected based on defined criteria, taking into account a balanced mixture of professional backgrounds, gender and nationalities. For modules 1-3, priority will be given to applicants who have not participated in ICAP training activities before. Fluency in English is required for participation. Final confirmation of participants will rest with ICAP. Participation is free of charge.

Application deadline is Monday, 19 July 2021 at 8 am CET. By 26 July, applicants will receive confirmation whether they have been selected, and which modules they are invited to participate in.

Logistical Arrangements

The four modules of the ICAP online ETS Academy take place between 16 August and 10 September 2021. The course will be held exclusively online. The main session of the ETS Academy will run daily from 1 to 4 pm CET. In addition, a group work block of two hours will take place either earlier in the day (for participants in Asia, Africa and Eastern Europe), or later (for participants in Latin America and the Caribbean). When submitting their application for any given module, applicants are asked to confirm that they can fully attend all five days of each module they are applying for.
